SEX OFFENDER INFORMATION BULLETIN June 21, 2013

The Adams County Sheriff's Office is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex... offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects the potential to re-offend.

This sex offender has served the sentence imposed on him by the courts. He is NOT wanted by Law Enforcement at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated.

On 10/30/2002, Mr. Kleven was convicted in Adams and Sauk County of 3rd Degree Sexual Assault (Attempted); Use of Weapon in a Crime; Bail Jumping; Criminal Damage to Property; Habitual Criminal. His attempted victim was a 21 Yr old non-relative female. Mr. Kleven drove the female to a secluded area and produced a knife. The female subject was able to flee and was assisted by a passerby. He was sentenced to 11 years in prison, 15 months extended supervision; 18 months in prison, concurrent; 2 years probation, concurrent.

In 1993, Mr. Kleven was convicted in Wood County of 2nd Degree Sexual Assault. Mr. Kleven gave his 16 yr old female relative a ride in his car. He drove to a secluded area, bound the victim and sexually assaulted her.

Mr. Kleven will be residing at 170 S. Main St., Adams. He is on supervision with the Department of Corrections. He is required to follow rules as established by the Department of Corrections including no unapproved contact with minors, no taverns/bars/liquor stores, no contact with the victim, and no consumption of alcohol or drugs. Mr. Kleven is also registered with the Sex Offender Registration program and is required to register for life.

SEX OFFENDER COMMUNITY NOTIFICATION MEETING

DATE OF MEETING:July 2, 2013 TIME OF MEETING:6:00 PM LOCATION OF MEETING: Adams County Community Center 569 N. Cedar St Adams, WI

PURPOSE OF THE MEETING: To provide information and education to the citizens of the City of Adams and Village of Friendship about the release of a convicted sex offender to the Adams area.

Wisconsin State Statute 301.45 is the Sex Offender Registration and Community Notification Law and is designed to enhance public safety and protection. The attached Sex Offender Information Bulletin is being circulated in your neighborhood in the interest of increased community safety.

The Sex Offender Information Bulletin is not intended to create fear or panic in the neighborhood. It is intended to increase awareness, and to emphasize the need to practice protective behaviors with your children. The purpose of the community meeting is to provide you with information and education. At the community meeting, members of the Department of Corrections and Adams County Sheriff’s Office will provide the following information regarding:


Sex Offender Dynamics
Sex Offender Registration & Community Notification
Offense history and prior supervision adjustment for the subject named in the bulletin
The Police or Sheriff’s Department’s response plan related to the offender’s return to the community
Personal and Family Safety

The meeting will conclude with a written question and answer session. Some information presented at the meeting may not be appropriate for young children.

The purpose of the bulletin and the community notification meeting is NOT to harass or to further punish the offender, nor hamper the offender’s chance of reintegration into the community. The bulletin and the community notification meeting are also NOT intended to further traumatize the offender’s victims.

The subject identified in the Sex Offender Information Bulletin has been or will be duly released from secure custody, having served the term of incarceration ordered by the sentencing judge. Because of the nature of his convictions, the offender does have a reduced expectation of privacy. He/she has, however, the same civil and constitutional rights as other citizens. The Adams Police Department and Sheriff’s Office will NOT tolerate threats, harassment or acts of vigilantism against the offender, his family or his residence.
