Kansas Woman Arrested by Los Angeles County Sheriff’s Detectives for Aiding LA Gang Members in Jail & Prison 

In the ongoing efforts to reduce violence in jails and prisons, Los Angeles County Sheriff’s Department Detectives began an investigation into the activities of the criminal street gang, Armenian Power.

The investigation began in January of 2013 and resulted in the arrest of suspect, Gevork "Dopey" Simonian, a high ranking member of Armenian Power. The investigation of Suspect Simonian led to the discovery of connections between Armenain Power and the Mexican Mafia, a California prison gang.

In order for the Mexican Mafia to conduct sophisticated criminal operations, they used a “Secretary.” The Secretary was tasked with coordinating the movement of drugs and ordering murders and assaults within the Los Angeles County jail. This coordination was often accomplished via cellular telephones.

Suspect Cecilia Virgen-Deleon is allegedly the current Secretary for a Mexican Mafia member in the Los Angeles County jail. She was doing so via cell phones from Salina, Kansas.

LASD Detectives obtained an arrest warrant for Suspect Virgen-Deleon and she was arrested Wednesday, May 22, 2013, at 11:00 a.m. in Salina, Kansas

The Los Angeles County District Attorney’s Office, charged Suspect Virgen-Deleon with two counts of conspiracy to commit assault with a deadly weapon and seven counts of street terrorism, case BA411192.

The charge of street terrorism is a violation of California Penal Code Section 186.22(a), and involves a member of a criminal gang aiding, furthering or assisting members of that gang in felonious conduct.

LASD Detectives intend on extraditing Suspect Virgen-Deleon to Los Angeles County for prosecution.
