Weekly Rosemead Blvd Construction Advisory

REPORTING PERIOD:
Week of April 1, 2013

CONSTRUCTION AREA:
Rosemead Boulevard within Temple City limits—i.e., from Union Pacific Railroad (UPRR) underpass to Callita Street.

CONSTRUCTION HOURS:
Monday–Friday, 7 a.m. - 3:30 p.m.

NOTE: To keep with the project schedule, construction may occasionally occur on weekends.

PLANNED ACTIVITIES:
Continue demolition of east curb and sidewalk from UPRR to Elm Street. Ongoing median work includes tree planting from UPRR to Broadway; and reconstruction from Broadway to Callita Street (i.e., planting, irrigation and concrete work).

ANTICIPATED IMPACTS:
Lane Closures: During reconstruction of the east sidewalk, northbound Rosemead Boulevard from UPRR to Elm Street will be reduced to one lane at all times. Pedestrian and driveway access will be limited, but never closed.


Other segments of Rosemead Boulevard—i.e., northbound from Elm to Callita streets, and southbound from Callita to UPRR—will continue to operate two open traffic lanes during peak traffic hours from 7-9 a.m., and one lane during off-peak hours, 9 a.m.-3:30 p.m.

Effective April 22, work begins on the west sidewalk from Elm to UPRR. Southbound traffic in the immediate construction vicinity will be reduced to one lane. The City is coordinating with the County to adjust signal timing to enhance traffic safety and operation. Thank you for your continued cooperation.

Sidewalk/Driveway Access: Businesses and driveways remain open during sidewalk work. Motorists must turn into driveways from the far left lane. For your safety and that of workers, do not enter or travel in the blockaded construction lane at any time.

Sidewalks remain open. Crews are instructed to accommodate and provide as needed assistance to pedestrians passing through construction areas. Please be aware of worksite signage, barricaded potholes and uneven pavement.

Bus Service: During demolition and reconstruction of the east sidewalk between UPRR to Elm Street, Metro Lines 266, 487/489 will run on limited service, with passenger boarding/unboarding at Lower Azusa Road and Las Tunas Drive only. Removed bus shelters will be replaced as part of the project.

Noise & Dust: Community members in the vicinity of demolition activities may experience noise and dust as crews remove existing concrete.

Limited Access: Left-turns capacity from Las Tunas Drive eastbound onto Rosemead Boulevard northbound is now at one lane.

The northbound left-turn lane onto the frontage road at Pentland Avenue is closed until further notice. Drivers may still access the frontage road by traveling southbound on Rosemead Boulevard; northbound travelers should consider alternate routes.

No Parking: There is no parking on Rosemead Boulevard until further notice. Outer lanes are used as travel lanes to accommodate traffic flow. Those parking on the street and obstructing traffic may be ticketed and towed.

Residents directly affected by no street parking—especially in the evening—can receive free, temporary overnight parking permits for use on adjacent side streets. Address verification through a utility bill, and proof of vehicle registration at the verified address, will be required for permit issuance. Permits may be obtained during normal business hours at City Hall, 9701 Las Tunas Dr. For more information, call (626) 285-2171, ext. 2333.

Detours: No formal detours are planned, but scheduled lane closures may result in some traffic congestion. Commuters may want to consider alternate routes.

Enforcement: The Los Angeles Sheriff’s Department is actively enforcing the construction area for speeding and unsafe driving. For your safety and that of others, please observe the reduced 30 mph speed limit. Per state law, fines for moving violations are doubled within construction zones.

When traveling through the construction area, drivers, cyclists and pedestrians are asked to be patient, proceed with caution, and obey flaggers and the law at all times.

Trash Pick-Up: Biweekly service is expected to continue as scheduled. Trash cans should be placed on the sidewalk, and not in the street.

Please note that occasional high traffic may prevent trucks from reaching Rosemead Boulevard customers. In such rare cases, service will occur the next scheduled pick-up date.
