Kelsey's Law Takes effect March 28, 2013 
As a reminder, Michigan Public Act 592 of 2012 (MCL 257.602c), also known as "Kelsey's Law", takes effect this Thursday, March 28, 2013. The new law prohibits all persons with a level 1 or level 2 graduated driver's license from using a cellular phone in any manner while operating a motor vehicle upon a highway or street.
The only exceptions permitted under the law are use of a cellular phone to:
(a) Report a traffic accident, medical emergency or serious road hazard.
(b) Report a situation in which the person believes his or her personal safety is in jeopardy.
(c) Report or avert the perpetration or potential perpetration of a criminal act against the individual or another person.
