Minor Decoy Alcohol Stings

During the afternoon and evening hours of October 25th, members of the Benicia Police Department's Investigations Unit and the Department of Alcohol Beverage Control conducted minor decoy alcohol stings at eighteen various locations throughout the City of Benicia. A minor decoy was used and attempted to purchase alcoholic beverages in Benicia. Both Off-Sale (Purchase for off premises consumption) and On-Sale (Purchase for on premises consumption ) businesses were targeted in the operation.

The Benicia Police Department conducts alcohol and tobacco compliancy checks two to five times a year. Funding for the compliancy checks is provided by Solano County, Reducing Rates Coalition.

A 17 year old minor decoy was used and entered 18 establishments that sell alcohol products. Employees at 17 of the businesses requested identification from the decoy and after determining the decoys age, they refused to sell or furnish alcohol.

An employee at Grand China Chinese restaurant located at 718 1st Street did not ask the minor decoy for identification and furnished the decoy with an alcoholic beverage. The 21 year old employee, Zhuobin Liang was issued a citation for furnishing an alcoholic beverage to a person under the age of twenty-one and he was released at the scene.

The goal of the program is zero sales, zero citations, and alcohol free and healthier youth. Total compliance with alcohol and tobacco sales laws is the department's mission. The Benicia Police Department's goal is to eventually reach total compliance. In previous years there have been declining numbers of businesses that have sold alcohol to under age decoys.
