Sandra Spagnoli Chief of Police
901 East 14th Street, San Leandro CA 94577

PRESS RELEASE

DATE / TIME OF RELEASE: 09-25-12, 10:15 AM CRIME: Attempted Murder

RELEASE OFFICER: Lt. Jeff Tudor TELEPHONE: (510) 577-3242

DATE / TIME OCCURRED: 09-23-12, 7:48 PM

LOCATION: 500 block of Tudor Rd, San Leandro, California

INVESTIGATING DETECTIVE: Det. Sgt. Sanchez

SUSPECT: Joseph Banner, 48 years of age, San Leandro resident

DETAILS:

On 9/23/12, the San Leandro Police Department was investigating allegations of several heinous and felonious sex crimes that spanned 12 years by Joseph Banner. It was determined through the investigation that there was probable cause to arrest Banner for several felony crimes. As Banner left his residence in his vehicle, San Leandro patrol officers attempted to stop him and take him into custody. Banner failed to yield to the officers and led SLPD in a pursuit. Banner pulled his vehicle over in the 500 block of Tudor Avenue. As he exited his truck, he saw SLPD officers ordering him to surrender. Banner got back into his vehicle and intentionally rammed his vehicle into a marked SLPD patrol vehicle. The collision caused an officer to fall and be dragged underneath the patrol car door. The officer sustained moderate injuries to his body. Banner fled on foot and was chased by the injured officer. An extensive search was conducted for Banner. During the search, a SLPD Detective called Banner on his cell phone and Banner said he was armed with a hand gun. The San Leandro Police Department SWAT Team was activated and several homes and the surrounding areas were searched with negative results. On 09-24-12, Banner turned himself in and was taken into custody by San Leandro Detectives.

The injured officer was taken to a nearby hospital and was treated and released.

Lt. Tudor said “Banner was a dangerous and desperate man who showed a blatant disregard for the life of the officer he assaulted and potentially could have killed.”
