On Friday, 13 July 2012 at approximately 6:45 pm, members of Special Investigations Bureau of the Perth Amboy Police Department conducted surveillance in the area of 214 Hall Avenue after receiving reports of heroin dealing from a resident. Osvaldo Perez, age 38 was observed sitting inside the driver side of a Honda Civic that was parked across from that address. A short time later, an individual named Richard Orengo, age 40 of 192 Washington Street, Perth Amboy approached the passenger side of the vehicle and engaged in a hand-to-hand narcotic transaction with Perez. Orengo then walked away once the transaction was complete and was stopped by Detectives a short distance away. Orengo was found to be in possession of (10) decks of heroin and was placed under arrest.
When police approached Perez, who was exiting the vehicle, he attempted to flee on, but was quickly apprehended by Detectives and was placed under arrest. Perez possessed an additional (67) decks of heroin on his person along with $89.00 in currency that was seized.
Perez was charged with distribution of heroin, distribution of heroin within 500 feet of a Public Housing Complex, 1000 feet of a School Zone (Ignacio Cruz Elementary School), possession of heroin with the intent to distribute, and obstruction of justice. Bail was set by the Honorable Judge George M. Boyd at $25,000.00 no 10% option. Orengo was charged with possession of heroin with bail being set by the Honorable Judge George M. Boyd at $5,000.00 no 10% option. The total street value of the heroin seized is approximately $700.00. The investigation was lead by Detective Mabner Terron.
