The City of Everett & PSCAA are SEPA co-lead agencies on Cedar Grove's project proposal and have issued a Determination of Significance.

The City of Everett and the Puget Sound Clean Air Agency (PSCAA) are acting as SEPA co-lead agencies for Cedar Grove's project proposal and have issued a Determination of Significance. The co-lead agencies have determined that the projects described in applications submitted to the City, the Puget Sound Clean Air Agency, the Army Corps of Engineers, and the Department of Ecology, are part of a probable full-build out of the site; that the proposal will have probable significant adverse environmental impacts, and that the impacts, including cumulative impacts, should be analyzed in a single environmental document. An environmental impact statement (EIS) is being required pursuant to RCW 43.21C.030 (2)(c) . The environmental checklist and other materials indicating probable environmental impacts can be reviewed at the Planning Department located 2930 Wetmore Avenue, Suite 8A in Everett. A comment period and scoping hearing will be scheduled to provide the public the opportunity to comment on the scope of issues, alternatives to be considered, mitigation measures, probable significant adverse impacts, and licenses or other approvals that may be required to be covered in the Environmental Impact Statement (EIS). A public notice on the opportunity to participate in the public scoping process will be mailed to parties who have commented on the project or have requested to receive public notices. The notice will also be published in the Everett Herald.
