Dear Members of the Oakland Community:

The Oakland Police Department has a strong and proud history of service to this City and the people who live, work, and play here. Oakland’s first Chief of Police was appointed in 1889 to a police department and profession where officers willingly risk their lives in the performance of their duties to protect the residents of Oakland. I am this City’s 47th Chief of Police, and the men and women I lead willingly and courageously carry this same obligation.

I began my career with the Oakland Police Department over 24 years ago, fulfilling a range of assignments including patrol, investigations, internal affairs and administration. During my tenure, I have held every possible rank in the Department, from patrol officer to Interim Chief of Police. Regardless of my position or assignment, my goal throughout my career has always been to forge a stronger Department and a healthier, safer community. My personal values of honesty, respect, integrity, and hard work have lead to my individual successes.

I take seriously the responsibilities and accountability that comes with this position. Being provided the opportunity throughout my career to learn from, work with, and now, lead the men and women of this agency, I have observed and developed a tremendous amount of integrity, respect, and honor from having worn this uniform. Because of my experiences, I know all too well the challenges and obligations that are set before me, and I am prepared.

My history with the Oakland Police Department will not tie me to the practices and standards of the past; conversely, I intend to use my knowledge of our capabilities and skill to continue our forward progress to success - you should expect nothing less from me as I expect nothing less from myself, or from the officers I lead.

I am eager to lead the efforts to reshape the Oakland Police Department. These include building stronger relationships with the Community, providing excellent public safety service, and protecting life and property in the City of Oakland. The worth and effectiveness of our Police Department will ultimately be measured by the level of trust and respect it receives from you, the community. As we work toward improvement, I will call upon you to assist in these efforts – as a team, our success is certain.
