Methamphetamine seized during enforcement stop.

A vehicle enforcement stop on Monday evening has resulted in one arrest and the seizure of methamphetamine.

On December 19, 2011, at approximately 5:35 pm, a Lake County Sheriff’s Narcotics Detective conducted a vehicle enforcement stop in the 1800 block of Martin St. in Lakeport. The narcotics detective had observed a vehicle exit a driveway in front of him with insufficient space, forcing the detective to take evasive action to avoid a collision. He also noticed the vehicle had numerous vehicle code violations.

As the detective exited his vehicle, he contacted 50 year old Rigoberto Rubalcaba of Ukiah. The detective had prior contacts with Rubalcaba and knew he was currently on parole.
Rubalcaba placed his hands in his pockets and attempted to walk to the passenger side of the detective’s vehicle. Rubalcaba was instructed to take his hands out of his pockets and to stand at the front of the vehicle. As the detective was providing information concerning the vehicle stop over the radio, Rubalcaba put his hands back in his pockets and began walking towards the passenger side of the vehicle. Rubalcaba was again instructed to remove his hands from his pockets and return to the front of the vehicle. A short time later, approximately 4.5 grams of methamphetamine was located in the same area Rubalcaba was walking.

Rubalcaba was arrested for possession of a controlled substance and for violating the conditions of his parole. Rubalcaba was transported to the Lake County Hill Road Correctional facility and booked.

The Sheriff’s Narcotics Task Force will continue its efforts to eradicate narcotics from the communities of Lake County and seize the suspected profits of drug trafficking for asset forfeiture whenever possible.
