(Original News Release) Inmate Death, Twin Towers Correctional Facility
The investigation is continuing in regards to the death of Inmate George Rosales, an 18-year old Hispanic male. On October 6, 2011, at 12:42AM, he was found unresponsive in his one-person jail cell located within the Correctional Treatment Center of the Twin Towers Correctional Facility of the Los Angeles County jail system.
Cardio-Pulmonary Resuscitation was initially administered on Inmate Rosales by jail medical staff, and continued by Los Angeles City Fire Department paramedics who were called to the jail by sheriff’s deputies. Inmate Rosales was transported by paramedics to the Los Angeles County+USC Medical Center for emergency medical treatment. At 1:30AM he was pronounced dead by a medical doctor.
Preliminarily, Sheriff’s records indicate that on two occasions in September, Inmate Rosales injured himself while exercising in his housing area. He was seen by medical professionals on both occasions, including once when he was taken to the Los Angeles County+USC Medical Center.
On October 4th during an altercation with deputies, Inmate Rosales was punched in the face by a deputy. He was handcuffed, taken to be seen by a jail medical professional, and cleared to return to jail housing.
At about 12:30AM on October 6th, a Custody Assistant reported seeing Inmate Rosales alone in his cell drinking water. Approximately 12 minutes later, a jail nurse found Inmate Rosales in medical distress alone in his cell.
The cause of death is not yet known. It will be determined by the Los Angeles County Coroner’s Office.
Whenever the death of an inmate occurs in the Los Angeles County jail system, multiple independent investigations immediately begin at the scene. These include separate investigations by the Los Angeles County Sheriff’s Homicide Bureau, Sheriff’s Internal Affairs Bureau, and Los Angeles County Coroner’s Office. Justice System Integrity Division personnel from the Los Angeles County District Attorney’s Office intend to attend the autopsy. Attorneys with the Los Angeles County Office of Independent Review also respond to the jail, and have full access to the facts known to the Sheriff’s Department throughout every phase of the investigation. Once concluded, every aspect of the death is reviewed by the Sheriff’s Executive Death Review Committee.
