Education-Based Incarceration (EBI) ... focuses on reducing and mitigating crime by investing in its offenders through education and rehabilitation. To accomplish its mission, EBI uses a comprehensive educational curriculum, consisting of both traditional and nontraditional educational opportunities, designed to reduce recidivism by increasing the educational, civic, social, economic, and life skills and engagement of its participants.
EBI is funded wholly through Inmate Welfare Funds, which are managed by the Los Angeles County Sheriff’s Department Inmate Welfare Commission (IWC)...
