On 06-11-11, the Walnut Creek Police Department’s Community Policing Team conducted a Shoulder Tap Operation that was part of the Department of Alcoholic Beverage Control’s Minor Decoy/Shoulder Tap Grant Project, funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
Under the program, minors under the direct supervision of a peace officer stand outside a liquor or convenience store and ask patrons to buy them alcohol. The minors indicate in some way that they are underage and cannot purchase the alcohol.
Each of the previous Shoulder Tap Operations resulted in arrests and/or citations for furnishing alcohol to a minor, drunk in public, and/or furnishing tobacco products to a minor.
The operation for 06-11-11 resulted in no arrests and/or citations. As one of the Decoys’s stated “The word is getting around that WCPD is cracking down on people giving alcohol to juveniles.”
The Walnut Creek Police Department’s Community Policing Team stresses to adults not to purchase alcoholic beverages and/or tobacco products to those that are underage.
