Benicia Police will be conduct a pedestrian safety decoy operation on Military East at East 2nd St. on April, 1, 2011


Location: East 2nd St. and Military East (a signaled intersection)

The Benicia Police Department will be conducting a pedestrian safety decoy operation on Military East at East 2nd St. on Friday April 1, 2011 starting at 3:00 PM and concluding at 6:00 PM.

Previous decoy programs at various intersections have resulted in over 30 citations being issued for vehicles failing to yield to pedestrian's right of way and other violations. During this operation officers will also be assigned to the intersection of Military East and East 2nd Street. The police department has received many complaints regarding this intersection and due to the high amount of traffic approaching this intersection from southbound East 2nd Street, poses a hazard to pedestrians.

The purpose of this pedestrian decoy program is to target drivers who are either discourteous to pedestrians or those failing to pay the needed attention to pedestrians in crosswalks. Vehicles turning right on red without stopping will also be targeted.

Police Department citizen volunteers, in plain clothes, will be used as pedestrians and will cross the roadways in marked crosswalks while officers watch for violations. Drivers failing to yield the right of way to the volunteers, or any other pedestrian, will be stopped and issued a citation.

The officers involved in the enforcement effort will use the opportunity to educate drivers about pedestrian right of way and related traffic laws. "The Benicia Police Department is using this opportunity to heighten driver awareness in preparation for the summertime when pedestrian traffic increases" said Lt. Bob Oettinger.

Benicia Public Works Director Charlie Knox added, "City engineers are working on traffic signal modifications to improve pedestrian safety at this intersection."
