Benicia Police Arrest Two Parolees in Separate Incidents

In a time span of two hours, Benicia police arrested two state parolees after one indecent exposure call at an apartment complex followed by a hit and run accident with a parolee driving the responsible vehicle.

Suspect #1: Michael Duwane WALLACE, 43 year old Vallejo resident. Charges: Two counts of misdemeanor indecent exposure and a no bail parole hold was issued. Wallace is on parole for narcotic violations out of Solano County. Wallace was booked into the Solano County Jail.

Suspect #2: David JONES, 28 year old transient from the Sacramento area. Charges: Misdemeanor hit and run and misdemeanor resisting arrest. Jones is on parole out of Sacramento County for vehicle theft. Jones was booked into the Solano County Jail.

Incident #1: At about 10:15 am, Benicia Police received a report from the apartment complex at 1300 Southampton Road that Wallace had exposed himself. Officers responded to the call and contacted Wallace at his girlfriend's apartment. He was eventually taken into custody without incident and his girlfriend was not present.

The officers determined that Wallace had exposed himself to two different male maintenance workers on two different occasions while the workers were inside Wallace's apartment conducting maintenance work. The first incident happened about 9 am today and the second shortly before police were called. The second maintenance worker summoned to the apartment was unaware of the first incident.

Incident #2: At about 11:50 am, Benicia Police received a report from a citizen that a hit and run accident had just occurred on the 700 block of Military East. The suspect vehicle, described as a Ford Expedition, had hit a red VW Rabbit in the parking lot and fled from the area.

Sergeant John Daley spotted the Ford on the 400 block of Military East driving westbound towards downtown Benicia. The Ford eventually drove onto the 200 block of East O Street, which is a dead end street. Once at the end of the street, the driver - later identified as David Jones - jumped out of the drivers side of the vehicle while the vehicle was still in motion. As Jones ran off on foot, the Ford collided with the front of Sgt. Daley's patrol car causing very minor damage. Neither Sergeant Daley or the two females passengers that were also in the van were injured. It was determined that Jones was driving a relatives vehicle.

Once Jones fled on foot, Traffic Officer Mark Simonson saw Jones running through the Solano Square strip mall on Military East. Jones was then captured by Traffic Sergeant Frank Hartig front of the Kentucky Fried Chicken restaurant.

"At any given moment, incidents like this can push our resources to the limit," Benicia Police Lt. Mike Daley said. "Our responding officers did a great job arresting these two suspects. As with many other cases, our citizens step up and make the call to the police department which allows us to resolve these situations."
