* PORTIONS OF WESTERN MAINE AND NEW HAMPSHIRE...INCLUDING THE FOLLOWING AREAS...IN WESTERN MAINE...ANDROSCOGGIN...CENTRAL SOMERSET...COASTAL CUMBERLAND...COASTAL WALDO...COASTAL YORK... INTERIOR CUMBERLAND...INTERIOR WALDO...INTERIOR YORK... KENNEBEC...KNOX...LINCOLN...NORTHERN FRANKLIN...NORTHERN OXFORD...SAGADAHOC...SOUTHERN FRANKLIN...SOUTHERN OXFORD AND SOUTHERN SOMERSET. IN NEW HAMPSHIRE...BELKNAP...COASTAL ROCKINGHAM...INTERIOR ROCKINGHAM...MERRIMACK...NORTHERN CARROLL...NORTHERN COOS...NORTHERN GRAFTON...SOUTHERN CARROLL...SOUTHERN COOS...SOUTHERN GRAFTON...STRAFFORD AND SULLIVAN.

* LOW PRESSURE LOCATED OFF EASTERN LONG ISLAND NEW YORK EARLY THIS MORNING WILL CONTINUE TO RAPIDLY DEEPEN AS IT TRACKS ACROSS CAPE COD...THEN STALL ALONG THE SOUTHWESTERN COAST OF MAINE THIS AFTERNOON. THIS SYSTEM WILL BRING A SOAKING RAIN OF ONE AND A HALF TO 3 INCHES TO THE REGION WITH LOCALIZED 3 TO 4 INCH AMOUNTS.

* HEAVY RAIN TODAY WILL LIKELY RESULT IN SOME URBAN AND SMALL STREAM FLOODING. IT COULD ALSO PUSH SOME LARGER STREAMS AND RIVERS TO NEAR OR JUST OVER BANKFULL TONIGHT.

IT WILL STALL ALONG THE SOUTHWESTERN COAST OF MAINE THIS AFTERNOON BEFORE MOVING NORTHEASTWARD ACROSS THE GULF OF MAINE TONIGHT. STRONG WINDS WILL LIKELY DEVELOP IN ADVANCE OF THE LOW EARLY THIS MORNING. EASTERLY WINDS OF 25 TO 35 MPH WITH GUSTS UP TO 60 MPH ARE POSSIBLE. WINDS THIS STRONG CAN DOWN TREES AND LARGE LIMBS...WHICH COULD RESULT IN POWER OUTAGES.

A HIGH WIND WARNING MEANS A HAZARDOUS HIGH WIND EVENT IS EXPECTED OR OCCURRING. SUSTAINED WIND SPEEDS OF AT LEAST 40 MPH OR GUSTS OF 58 MPH OR MORE CAN LEAD TO PROPERTY DAMAGE. POWER OUTAGES ARE POSSIBLE.
