TACTICAL SITUATION RESULTS IN ARREST

At approximately 11:30 A.M. Newport News Police patrol officers called for the Tactical Team to respond to a situation in the 100 block of Jefferson Point Lane after a suspect had advised them that he was armed with a gun and refused to come out of his apartment.



Apparently there was some type of a confrontation between the suspect and a maintenance worker at the apartment complex to which police had been called to investigate. When officers attempted to speak with the suspect, he stated he was armed and refused to come out of the apartment or to speak with the officers.



The Tactical Team and negotiators responded. A perimeter was set up and the negotiators began their attempts to speak with the suspect. While, at first, these attempts were unsuccessful, the persistent efforts of the extremely professional team of negotiators and Tactical Team members proved successful at about 1:15 P.M. when the suspect was taken into custody without further incident.



Charles Garase, 60, has been charged with one count each of trespassing and assault and was placed in the custody of the Newport News City Jail.



There were no reported injuries to police or civilians. While plans were in place to evacuate the three apartments adjacent to the suspect’s apartment, none of those residents were home at the time. There was no disruption to traffic on any major roadway.
