NARRATIVE
On 6/26/10 at approximately 1:31 pm, Officers Christopher Clune and Michael Melody were on patrol together in the area of Route 66. The officers observed a 1994 Olds with a cracked windshield traveling west on Route 66. The officers followed the Olds and subsequently stopped it on Ring Road located in the Seaview Mall area. Further investigation revealed that the driver, identified as Rodney Collazo, was in possession of several small baggies of crack cocaine and a pipe commonly used to ingest crack cocaine.

The passenger, identified as John Devine, was observed attempting to conceal a small plastic bag containing crack cocaine and a small amount of heroin from the officers.

Both were taken into custody and transported to OTPD for
further processing. The 1994 Olds was seized under the state criminal forfeiture guidelines.

Collazo was charged with Possession of Crack Cocaine and Possession of Drug Paraphernalia and later released on a criminal summons. Devine was charged with Possession of Crack Cocaine, Possession of Heroin and Tampering with Evidence. Devine also had active warrants for his arrest out of the Asbury Park Municipal court and the Ocean Township Municipal court.

Devine was later taken to the Monmouth County Jail on $10,000.00 bail
