New Traffic Laws Effective date July 1, 2009 
Under House Bill 2 of the Transportation budget Ohio has a new traffic law and a change in the law that will impact all Ohio motorist.
The new law requires vehicle headlights to be on at any time when the windshield wipers of the vehicle are in use because of precipitation on the windshield. A provision in the bill mandates that it is a secondary offense and will have a six month phase in. Warnings only shall be issued until December 31, 2009. Enforcement under section Ohio Revised Code 4513.03 for this violation can commence on January 1, 2010
Adds road service vehicles such as wreckers, utility repair vehicle and state, county and municipal service vehicles equipped with visual signals to the "Move Over Slow Down Law" Ohio Revised Code 4511.213
