OCSO Warrant Team arrests two for kidnapping and armed robbery.
April 29, 2010 Oklahoma County Sheriff's deputies assigned to the Oklahoma County Sheriff's Office Warrant Team arrested Julius J. Hackney (d.o.b. 03/21/1983), and Jessica M. Phillips (d.o.b. 05/23/1990). Both are facing counts of armed robbery and kidnapping.
The crime happened April 18, 2010 when the victim who worked a music entertainment job in Lawton met Jessica Phillips and she asked the victim to meet her back at a house in Oklahoma City. On April 19, 2010 around 3:00am the victim went to an address in the 1800 block of N. Page where he met Phillips.
Once inside the house the victim was pistol whipped by two men who were waiting on the victim inside the house. One of those men was later identified as Julius Hackney. During the attack the suspects used zip ties and bound the victims' hands and feet. The suspect stole the victims money and also assaulted him in a sexual manner with a broom stick. Eventually the victim was allowed to leave the house, but the suspects stole the victims' vehicle.
The OCSO Warrant Team working closely with Oklahoma City Police began searching for the suspects once the warrants were issued. The Warrant Team was able to quickly catch up with Hackney because he was wearing a Department of Corrections issued GPS tracking system. Deputies found Hackney at an apartment complex on April 29, 2010 near NW 122nd & Pennsylvania Avenue in Oklahoma City. Jessica Phillips was with Hackney and both were arrested and have been booked into the Oklahoma County Detention Center.
